Kevin Cartwright of the Baltimore City Fire Department said there could be more vehicles in the river, adding that firefighters are working with the U.S. Coast Guard and that a team of divers is in the river for search and rescue operations.

The temperature is around minus 1 degree Celsius, which causes concern and presents a risk for divers.

Cartwright said teams were working "methodically and safely" to ensure that "everyone working here on the scene is safe and that the search can move forward safely."
