"Israel's words must be matched with action on the ground," said Linda Thomas Greenfield, adding that "at the moment, that is not happening."

The US has given Israel until November 12 to "increase" all aid to Palestinian civilians, and the number of at least 350 trucks that should enter Gaza daily is listed. But the UN says only 10 percent of that number crossed into the Gaza Strip each day.

Israel's ambassador to the UN, Danny Danon, said that Israel fulfills its obligations "more than it should", further blaming Hamas for everything. Danon also rejected international criticism of the Israeli parliament's decision to ban the UN agency for Palestine refugees (UNRWA) from operating in Israel.

Israel's allies, however, have warned that UNRWA is playing a key role in delivering humanitarian aid to Gaza, which is already a humanitarian disaster.

At a UN Security Council briefing in New York on Tuesday, UN Middle East peace envoy Tor Wennesland said he had witnessed a "horrible humanitarian nightmare" during a recent visit to Gaza.

He said that the north of the Palestinian territory has received virtually no humanitarian aid since the beginning of October, when the Israeli army began a ground offensive in the Jabalia area. Israeli operations killed hundreds of Palestinians and caused massive displacement.

The US Ambassador stated that she was shocked by the reports of children who went without food for days in Jabalia. She also said that the administration of US President Joseph Biden has made it clear to Israeli Prime Minister Benjamin Netanyahu that Israel must immediately address the humanitarian crisis in Gaza and that the US "rejects any Israeli intentions to starve Palestinians in Jabalia or anywhere else".

"The US has made it clear that Israel must allow food, medicine and other supplies to enter all of Gaza - especially in the north, and especially now that winter is coming - and protect the workers who distribute them," she added.
