"This is a constitutional coup"; Chaos in the Assembly of Montenegro VIDEO
Opposition MPs interrupted the continuation of today's Sixth Session of the Second Regular (Autumn) Session of the Parliament of Montenegro this year.
The reason for the riots is the events related to the election of judges of the Constitutional Court. They first appealed for the session to be adjourned, but since they did not receive confirmation from the president Andrija Mandić, they left their seats and stood in front of his desk.
Mandić then stated that the discussion was over and declared a break.
Part of the media reports that Mandić declared a break until Friday, and Vijesti from Podgorica writes that the leader of the Civic Movement URA Dritan Abazović did not want to officially confirm to the media, but in passing announced that there will be no more meetings until the New Year.
Despite the smoke bomb that was thrown at the session of the Constitutional Committee yesterday, the parliamentary majority adopted the conclusions to publish an advertisement for the election of two judges of the Constitutional Court elected by the Assembly.
The conclusion was also adopted to discuss with the President of Montenegro, Jakov Milatović, so that he may publish an advertisement for the election of two more judges of the Constitutional Court for which he is competent.
Fifteen minutes later, the President of the Parliament of Montenegro, Andrija Mandić, interrupted the session after reading the conclusion that Constitutional Court judge Dragana Djuranović's mandate expired due to fulfilling the conditions for retirement, and the opposition chanted "treason, betrayal".
The opposition's protests continued today, and the MP from the opposition party MP URA Miloš Konatar said that a constitutional coup took place in the parliament yesterday.
"We were waiting for you to start the session, and you pretend to be dead cold as if nothing is happening. We are talking about the report on the state of the energy sector for the year 2023 while the Constitution, laws and institutions of this country are being trampled on. Mr. Mandić, thank you. You are showing your true face and making sense of everything you have been fighting against of Montenegro. I want to tell you that the session will not continue today and I am asking you to stop the session because it will not take place," Konatar said.
Mandic said that he perfectly understood the message of the opposition and reminded how life works in a parliamentary democracy.
"There is a majority and there is a minority. The constitution prescribes how much is needed to change the law'', Mandic said.
He said that there is an institution such as the Constitutional Court.
"Anyone who thinks that the Constitution has been violated should turn to the Constitutional Court. The Constitutional Court is functional," Mandic said.
In the continuation of the polemic, Konatar appealed to interrupt the session in order to avoid unpleasant scenes.
The president of the Democratic People's Party, Milan Knežević, also called on his colleagues from the opposition to "not be extreme".
MP of the opposition DPS Andrija Nikolić said that the Constitutional Court, the highest court instance, was suspended yesterday.
The constitutional order has been destroyed due to the political takeover of the US, which is tantamount to a coup d'état, and the situation in the parliament cannot be regular, and there cannot be a constructive approach until the majority retracts the unconstitutional decision it made in synchronization with the president of the Constitutional Court, unfortunately, he said.
He called on the citizens to, as he said, inform themselves in detail about the coup action of the parliamentary majority.
He asserted that the majority aims to suspend the political system and block election processes, all under the slogan that it should be done for the sake of the European path.
"We are dealing with people who attacked the state and which will not stop there. According to Goebbels - you will be able to take them out of the institutions only with your feet forward. That's why there won't be a session of the Assembly here today," said Nikolić, as reported by the RTCG portal.
After Nikolić's speech, the members of the opposition stood in front of the seat of the President of the Assembly and announced that the session would not be held.
Mandić stated that the session was over and declared a break.
