It is, as stated, the international, but also the social contract of Serbia on the rights of the child.

Acting according to this social contract, we are all, as stated by the Ministry, obliged to provide children with special protection, by complying with laws that ensure healthy and proper physical, psychological, moral, spiritual and social development, in their best interest.

One of the basic rights of the child, which is guaranteed by the international and internal legal order in Serbia, is the right to education, according to the statement of the Ministry.

"The best interest of the child should be the guiding principle for all those who are responsible for the child's education, guidance and upbringing, whereby, according to the provisions of the Convention, this responsibility is also part of the parental obligation. For their well-being, we are obliged to enable children to develop their abilities on the basis of equal opportunities, in order to become useful members of our community," said the Ministry.

"On this occasion, we appeal to all participants in public life to act with due care when asserting their demands without endangering the rights and interests of other persons, especially children and minors who, according to international and domestic legislation, are a particularly sensitive social group," it is pointed out in the statement.

The Ministry emphasizes that the system of education and upbringing for every child in the Republic of Serbia guarantees equality and availability of exercising the right to education and upbringing based on social justice and the principle of equal opportunities without discrimination.

"We remind you that the human rights of each individual are not absolute, but are limited by the rights and obligations of others. Any restrictions on human rights, including civil and political rights, must be legal, pursue a legitimate goal, be necessary and proportionate,'' the Ministry's statement added.

The Ministry, as it was added, invites all actors to a social dialogue on all open issues.
