Extraordinary session of the assembly today: First item - Declaration from the All-Serbian Assembly

Serbian Parliament will start its first extraordinary session today with a total of 60 items on its agenda, among which is the Proposal for a Decision on Adoption of Declaration on Protection of National and Political Rights and Common Future of Serbian People

The proposal for the declaration was proclaimed by the All-Serbian Assembly of the People of Serbia and Republika Srpska in Belgrade on June 8, 2024.

The document stipulates that the declaration, after its adoption by the All-Serbian Assembly, will be offered for adoption to the Assembly of Serbia and the Assembly of the RS in order to ensure its full implementation in Serbia and the RS.

The National Assembly of the Republic of Srpska adopted the Declaration on July 2 with a two-thirds majority.

The second item on the agenda out of a total of 60 is the increase in the price of public service subscriptions, and the MPs will consider changes to the Law on special conditions for the implementation of the project to build apartments for members of the security forces, as well as the Law on payment services and several laws on borrowing.

Governor of the National Bank of Serbia, Jorgovanka Tabaković, said at the session of the Finance Committee last week that the main goal of the Bill on Amendments to the Law on Payment Services is to improve existing innovative payment solutions with new functional solutions that introduce open banking.

"This concept brings two new types of payment services to our market, the first of which is the initiation of payment from a payment account that the user has opened with another payment service provider, and the second is the service of a unified review of information on payment accounts that the user has opened with several banks", Tabaković said.

Among the accepted loan proposals is the proposal for Serbia's loan for the construction of the national stadium, and it is about the sum of 42 billion dinars, for which Serbia will borrow from Bank Poštanska štedionica.

At the next session, MPs will elect the governor of the National Bank of Serbia, and Jorgovanka Tabaković, whose mandate expires on August 6 of this year, has been proposed again for that position.

In the explanation for the reassignment of Jorgovanka Tabaković as governor, it is stated that the most important reasons taken into account were the results she had in achieving goals and performing functions in the previous period, especially the contribution to the successful coordination of fiscal and monetary policy and the achievement of macroeconomic stabilization together with the Government of Serbia and others competent institutions.

The Chairman of the Fiscal Council will also be elected, and Blagoje Paunović has been nominated for that position. The term of office of the former Fiscal Council Chairman Pavle Petrović has expired.

MPs will also express their opinion on several personnel solutions for parliamentary committees and delegations. The session will start at 12:00 o'clock.
