The report does not say that the West started any war, it says that UK intervened in an existing war.
Qaddafi lost over 50% of Libya before NATO got involved.
Libyans citizens are not among the top 20 country of origin of refugee applicants with about 6000 applications in the EU last year.
Is Libya worse off now than in 2010? Yes
There are plenty of arguments against intervention but if you let your neighbors house burn, eventually your house will catch fire too.
The West will get dragged in eventually so it is better for the West to intervene on its own terms.
If the West had not intervened in Libya it would no doubt have been much worse and the West would be blamed anyway either for non-intervention or because of some secret CIA conspiracy theory.
Its a lose/lose situation for the West, no matter what the West does, there will be a queue of people waiting to criticise that choice. Perhaps you could provide some positive criticism, what would you do if you were in Camerons shoes?
Allow Qadaffi to kill 50000 civilians and then go back to business as usual? Shut down all trade with Libya? DO nothing and wait for ISIS to take over Libya? Tell us fake stories from the internet about how Qadaffi is great and gives people free electricity and anyone who disagrees is a terrorist?
