That's not a thread, but a fact, since Russian missiles are all directed to NATO countries. But it's cleat that Russia doesn't dare to attack a NATO country, that was the problem with Ukraine where Russian could occupy a sovereign country and annex part of its territory. If Ukraine would have been a NATO member, other states NATO states would have been obliged to send military support. That's why, for example, the Baltic countries are safe from Russian invasion, while Moldova is not

Stoltenberg can say what he likes and, yes, maybe Russia does not have any veto rights on this issue but Stoltenberg has not learned from History.
In the days of Yeltsin the USA, NATO and the EU asked Russia and the Ukraine to destroy most of its nuclear arsenal. The Russians as well as the Ukrainians conformed on the condition that NATO would not seek enlargement. Both sides agreed.
What happens next is that some baltic states became NATO members and the Ukraine was being 'groomed' by the west. Russia had always distrusted NATO and now that NATO broke its word Russia responded with invasions into the Krim, The east of the Ukraine. Maybe Moldova is next, who knows. The purpose of this excercise is to destabalise entire regions bordering with Russia. This is the only guarantee Russia has that these nations will not become NATO members any time soon.
Montenegro is not bordering Russia and will not form in any way an existential threat to Russia but Russia will still see this move as a provocation. And we all know how Russia acts towards provocation.
Stoltenberg may think otherwise but, again, this is not a smart move by NATO. We'll see, but the consequenses can be dire.
