A few ironic details the posters here tend to ignore. The electricity was purchased against advice to provide electricity to those in the B and C categories, in which category do all Serb enclaves fall???
They mention Serbian electric companies as recipients of the inflated payments but that doesn't seem to cross anyones mind here.
And with a quick check to the Interpol website, I did not find a "most wanted" list nor did I find any wannrants in the name of Thaci. Certainly, no one here would misrepresent the truth.

Since you asked for more info - here it is. "K-Albo" is just "K-Albo". Nothing pejorative, sometimes they address them self this way jokingly. This is fine. It's not pejorative in any form and "racist" is impossible because genetically most Albanians are no different than Serbs.

But there is a nasty slander word, hope B92 will (as exception) not censor it. The unspoken rule on this forum so far is that not a single mortal is allowed to write it. Once I did complain about the use of both (Albanians, too have a "mirror" slander for Serbs!) versions - but even in my complain I used asterisks, neither the "Slavic" word neither it's Albanian "anti-dote" wasn't spelled. Hence both passed.

Here I break the rule for "teaching the teacher" purpose - so you won't have any guesses and misses in the future. And I will break the rule by intent BOTH WAYS, so you see the both evil words.

VERY "pejorative" and very offensive is "ШИПТАР" in Serbian, Macedonian, Bulgarian.
Russians may write mockingly "ШЫПТАР", but it's not common and "Ы" after "Ш" is in Russian grammatically incorrect - but it's how it is pronounced. "Correct" (if that word can be applied to a slander) is the same "ШИПТАР". In Hungary it's "SIPTÁR", in Croatia, Bosnia "ŠIPTAR", in Poland "SZIPTAR". Grammatically for plural you may see "ШИПТАРИ" (Serbian), "ŠIPTARI" in Croatian / Bosnian form or "ШИПТАРЫ" for Russian because "Ы" is fine after "Р" to keep it "hard", not "softly" pronounced.

Since "Š" or "Ш" is transliterated as "sh", the word "SHIPTAR" is equally a total taboo. "H" is used only if one has no keyboard to produce "S-hachek" or "Ш".

3) Many people in Belgrade, Bosnia, Croatia aren't aware, that "Šiptar"/"ШИПТАР" is a taboo word. I complained - and I was told: "how come? That's the way they call them self, what a nonsense!" This is not a slander but merely lack of knowledge.

The difference is the sole "Q"!!! Luckily, the languages are very phonetic. So if I say in Hungarian: "Skiptár" or "Skipetár" that is 100% fine. If I "forget" the "k" than it's not.

Unfortunately for you: American ear not just can't make a difference between "Skiptár" and "Skipetár" - but even worse, the words "SHKIJA" and "ШИПТАР" sounds FOR YOU almost identical. Hence if you hear the "sh" word on the street, you probably won't even know, do Serbs curse Albanians or the other way.

Hopefully that was educational enough, all apologies from both Albanians and Serbs here for really bad words I had to use.
Otherwise Roberto won't even know and think either is fine and use them because they are fairly common.

The B92 rules seem to be "use the sh-word, your comment is gone automatically".

Corruption, unjust personal enrichment, paired with archaic clan structures, where personal family relationships are the things that count when getting a job in a public company.

Maybe Kosovo should be moved to Africa? In many aspects, it would fit much better there than to Europe.

but let's get to the OTHer point: the endemic corruption. it isn't unique to kosova -- i constantly hear about it in bosnia and serbia, so it is always the pots calling the kettle...

but in a way that's a cop-out. yes, as we know, corruption in today's kosova is a real problem, and it affects the citizens of kosova the most, of course. we were sitting, fairly recently, speaking w flora brovina, a very lovely lady, member of parliament, doctor, poet, lover of life, former pol prisoner of serbia's... anyway, she is fabulous. and having been thru hell, her compassion and kindness is so touching.

and at one point she said (in albanian, and i paraphrase): we don't need the intl community to tell us that corruption is a major problem here. of course it is...

so, i cannot disagree w most of the posters here, for once, at least about this regime. no one is more vociferous about this than my kosovar albanian frnds. incl a highly respected doctor, who has suffered plenty because of it.

so, at the risk of sounding revolutionary, instead of all of the ugly invectives, maybe we need to come up w pragmatic ways of fighting corruption, in kosova and throughout the balkans.

American car dealerships have max. 4% kickback, usually 3%.
20% kickback is a sure sign of mafia deal.

BTW: that's how you negotiate the price of the new car. Go to "Edmunds-dot-com", figure out the dealer price, subtract 3% from that as a "kick-back" and all known incentives. That's the car price dealer pays. Say, you got $20000.

Now you go to the dealer, ignore the $30000 price sticker and tell him: "I will do you a favor - I will take the car from your lot for 20 thousand and you won't pay for it's storage, etc. and that 20K is more compact in money form than in form of that iron box on four wheels".

At first the small sales guy won't catch any air - but ultimately you will land up with some sort of fleet manager or who-ever. You repeat your offer and the manager will tell you "no way, we want some profit". Than you ask: "how much profit you want?" Usually it's about $500, so you settle on $20500. The dealer will try to add some "preparation" costs or "advertisement costs" here you can just stomp on your feet: "we agreed on that $20500, so only DMV fees extra".

Once bought a $45K car for $32K (and still driving it!), fairly recently ignored the $25K sticker, drove the car out of the lot for under $16K. ;-)

No way, I simply won't believe this and you can't make me believe this story, fabricated by B92, Milosovic and "those" Serbs. Albanians are a proud peacful people demonstrated by their noble historical actions (nazi). No way no how would a peasant mafia based society allow itself this shame.

Believe this: Albanians are the biggest threat to regional stability, and the stolen gift (kosovo) provided by NATO, Clinton, Albright, Clark, Blair was insufficient..they want more. The cat is out of the bag WEST..how ya gonna deal with this festering problem of Greater Albania?

Brushing it under the burocratic rug won't do.

- the perpetrators are so secure in their dealings... most won't even try to run away.

A rare exception was the owner of the "Crazy Horse" noble establishment (khm, khm) in Nevada. He was cheating on everything possible for decades. At last as he and his brothel was cornered, the State found he is already somewhere in South America, enjoying the life.

If I am in that kind of "activity" - I would 100% ensure that I know precisely where the "city of young and happy" (Fernando de la Mora - ciudad joven y feliz) is. Just because there always could be an over-zealous EULEX employee, Kosovo status can be settled... and even combination of catastrophic events like above can happen.

That's what certain areas in South America are for. Extra bonus: men are in shortage there, citizenship is cheap, name can be changed easily and passport is in "white Schengen".

but let's get to the OTHer point: the endemic corruption. it isn't unique to kosova -- i constantly hear about it in bosnia and serbia, so it is always the pots calling the kettle...

but in a way that's a cop-out. yes, as we know, corruption in today's kosova is a real problem, and it affects the citizens of kosova the most, of course. we were sitting, fairly recently, speaking w flora brovina, a very lovely lady, member of parliament, doctor, poet, lover of life, former pol prisoner of serbia's... anyway, she is fabulous. and having been thru hell, her compassion and kindness is so touching.

and at one point she said (in albanian, and i paraphrase): we don't need the intl community to tell us that corruption is a major problem here. of course it is...

so, i cannot disagree w most of the posters here, for once, at least about this regime. no one is more vociferous about this than my kosovar albanian frnds. incl a highly respected doctor, who has suffered plenty because of it.

so, at the risk of sounding revolutionary, instead of all of the ugly invectives, maybe we need to come up w pragmatic ways of fighting corruption, in kosova and throughout the balkans.

It is obvious that Kosovo have problems with corruption. It is about time to get rid of this cancer. I am really appalled by how Hashim Thaci is protecting those accused of corruption by EULEX.

Some people call this "Balkan Kan-Kan circus". What surprises me:
- how easily do these little private empires collapse
- the perpetrators are so secure in their dealings... most won't even try to run away.

A rare exception was the owner of the "Crazy Horse" noble establishment (khm, khm) in Nevada. He was cheating on everything possible for decades. At last as he and his brothel was cornered, the State found he is already somewhere in South America, enjoying the life.

If I am in that kind of "activity" - I would 100% ensure that I know precisely where the "city of young and happy" (Fernando de la Mora - ciudad joven y feliz) is. Just because there always could be an over-zealous EULEX employee, Kosovo status can be settled... and even combination of catastrophic events like above can happen.

That's what certain areas in South America are for. Extra bonus: men are in shortage there, citizenship is cheap, name can be changed easily and passport is in "white Schengen".

No way, I simply won't believe this and you can't make me believe this story, fabricated by B92, Milosovic and "those" Serbs. Albanians are a proud peacful people demonstrated by their noble historical actions (nazi). No way no how would a peasant mafia based society allow itself this shame.

Believe this: Albanians are the biggest threat to regional stability, and the stolen gift (kosovo) provided by NATO, Clinton, Albright, Clark, Blair was insufficient..they want more. The cat is out of the bag WEST..how ya gonna deal with this festering problem of Greater Albania?

Brushing it under the burocratic rug won't do.

American car dealerships have max. 4% kickback, usually 3%.
20% kickback is a sure sign of mafia deal.

BTW: that's how you negotiate the price of the new car. Go to "Edmunds-dot-com", figure out the dealer price, subtract 3% from that as a "kick-back" and all known incentives. That's the car price dealer pays. Say, you got $20000.

Now you go to the dealer, ignore the $30000 price sticker and tell him: "I will do you a favor - I will take the car from your lot for 20 thousand and you won't pay for it's storage, etc. and that 20K is more compact in money form than in form of that iron box on four wheels".

At first the small sales guy won't catch any air - but ultimately you will land up with some sort of fleet manager or who-ever. You repeat your offer and the manager will tell you "no way, we want some profit". Than you ask: "how much profit you want?" Usually it's about $500, so you settle on $20500. The dealer will try to add some "preparation" costs or "advertisement costs" here you can just stomp on your feet: "we agreed on that $20500, so only DMV fees extra".

Once bought a $45K car for $32K (and still driving it!), fairly recently ignored the $25K sticker, drove the car out of the lot for under $16K. ;-)

Corruption, unjust personal enrichment, paired with archaic clan structures, where personal family relationships are the things that count when getting a job in a public company.

Maybe Kosovo should be moved to Africa? In many aspects, it would fit much better there than to Europe.

Since you asked for more info - here it is. "K-Albo" is just "K-Albo". Nothing pejorative, sometimes they address them self this way jokingly. This is fine. It's not pejorative in any form and "racist" is impossible because genetically most Albanians are no different than Serbs.

But there is a nasty slander word, hope B92 will (as exception) not censor it. The unspoken rule on this forum so far is that not a single mortal is allowed to write it. Once I did complain about the use of both (Albanians, too have a "mirror" slander for Serbs!) versions - but even in my complain I used asterisks, neither the "Slavic" word neither it's Albanian "anti-dote" wasn't spelled. Hence both passed.

Here I break the rule for "teaching the teacher" purpose - so you won't have any guesses and misses in the future. And I will break the rule by intent BOTH WAYS, so you see the both evil words.

VERY "pejorative" and very offensive is "ШИПТАР" in Serbian, Macedonian, Bulgarian.
Russians may write mockingly "ШЫПТАР", but it's not common and "Ы" after "Ш" is in Russian grammatically incorrect - but it's how it is pronounced. "Correct" (if that word can be applied to a slander) is the same "ШИПТАР". In Hungary it's "SIPTÁR", in Croatia, Bosnia "ŠIPTAR", in Poland "SZIPTAR". Grammatically for plural you may see "ШИПТАРИ" (Serbian), "ŠIPTARI" in Croatian / Bosnian form or "ШИПТАРЫ" for Russian because "Ы" is fine after "Р" to keep it "hard", not "softly" pronounced.

Since "Š" or "Ш" is transliterated as "sh", the word "SHIPTAR" is equally a total taboo. "H" is used only if one has no keyboard to produce "S-hachek" or "Ш".

3) Many people in Belgrade, Bosnia, Croatia aren't aware, that "Šiptar"/"ШИПТАР" is a taboo word. I complained - and I was told: "how come? That's the way they call them self, what a nonsense!" This is not a slander but merely lack of knowledge.

The difference is the sole "Q"!!! Luckily, the languages are very phonetic. So if I say in Hungarian: "Skiptár" or "Skipetár" that is 100% fine. If I "forget" the "k" than it's not.

Unfortunately for you: American ear not just can't make a difference between "Skiptár" and "Skipetár" - but even worse, the words "SHKIJA" and "ШИПТАР" sounds FOR YOU almost identical. Hence if you hear the "sh" word on the street, you probably won't even know, do Serbs curse Albanians or the other way.

Hopefully that was educational enough, all apologies from both Albanians and Serbs here for really bad words I had to use.
Otherwise Roberto won't even know and think either is fine and use them because they are fairly common.

The B92 rules seem to be "use the sh-word, your comment is gone automatically".

A few ironic details the posters here tend to ignore. The electricity was purchased against advice to provide electricity to those in the B and C categories, in which category do all Serb enclaves fall???
They mention Serbian electric companies as recipients of the inflated payments but that doesn't seem to cross anyones mind here.
And with a quick check to the Interpol website, I did not find a "most wanted" list nor did I find any wannrants in the name of Thaci. Certainly, no one here would misrepresent the truth.
