What do we have now a military officer as leader of hooligan group.

What kind of military / government lets this happen? How many thus far hidden reasons are there for lack of action against hooligans?

Well, they shot themselves in the foot this time and society seems to be saying its had enough and will support radical action.

And its a powerful thing when the public support a media campaign / investigation. Politicians start pushing each other out of the way to promise harsher action.
