Serbia sits out cluster bomb convention signing

Even though Serbia actively participated in drafting a convention outlawing the use of cluster bombs in May, it has yet to sign the convention.

Wrong! Cluster bombs are not effective in stopping the enemies military force. It does however kill civilians. A lot of them. Do some research on the number and reply with how many casualties are civilians and how many are military.

Serbia can't remove cluster bombs from its arsenal yet because they are a significant component of its military doctrine. If cluster bombs were removed, it would leave a gap in its military capability. This is not a big deal to countries like Norway which can afford to fill that gap with other expensive weapons. Serbia will do away with cluster bombs, probably in 10 or 15 years when it can gather the funds needed to replace them with a suitable alternative.

A lot of things have changed since May. Now would not be a good time to go against either Russia or the US. Serbia is learning quickly how to play the political game.
