Avi,resolution 1244 talks about integrity of Federal republic of Yugoslavia, and republic of Serbia,in UN,is legal succesor country of FRY- legally that means that everything that applied to FRY today applies to Serbia. So,learn something and inform yourself before writing comments here...
(Peter, 20. July 2007 13:27)"

If this is true then, Serbia is legally responsible for the Yugoslav National Army and all its activities in Bosnia Croatia and Kosova.
Time for all three nations to take the Legal successor to FRYugoslavia to court and make it responsible/make reparation payments..(you know those 3 billion in reserves) to the victims of their reign of terror wars.

As a sinde note, mainstream American media is giving absolutely no coverage of Kosovo. I mean B92 is all over this everyday, but you'd think for a country that is practically shouting for Kosovo's independence, it would be in the news as a potential success story around here:

Mike, I live in Canada and I can tell you that there is ZERO coverage here too, and friends of mine living in the UK say that the coverage there is rare if at all, and when it is mentioned its brief at best. So much for American and UK support on this issue and by the way has it accrued to anyone that the democratic congress would have nothing to do with unilateral American support for Kosovo, the Republicans are not running the congress.

Alban and Adriano, the partition of Yugoslavia had nothing to do with who liked whom. This partition was a conscious act on the part of European and American imperialists to divide the working people and they used sectarianism to achieve their objective. These leaders while in office Chirac, Blair, Clinton and Helmut Kohl have all been investigated for criminal activity. Mark my words, Bush will also be investigated. Attack on Yugoslavia was carried out to defend class interests and Globalization as well as military control by NATO of the global economy. The desperate failed measure in Iraq is an extension of its success in the Balkans. The breakup of Yugoslavia was achieved by the ruling class in Europe and America designed to further their economic objectives. It succeeded due to sectarianism fueled by Western propaganda while it will fail in Iraq due to sectarianism in spite of that same propaganda.
The entire history of the Balkans and Yugoslavia in particular, has been a struggle against exploitation, subjugation, oppression, and conquest. This struggle to throw off foreign domination in a battle for mere independence was achieved in the post WWII Yugoslavia and the people in that country for the first time were masters in their own house. The breakup of Yugoslavia has brought back class rule and social exploitation of the working people. Look around you, in many of your cities and towns what remains of your infrastructure that was not turned into rubble by NATO bombing was built during Tito’s time now you fight over scraps and blame each other when there is not enough to go around.
Yugoslav class of socialism, ownership by workers, was the first casualty of NATO’s illegal conquest. This was done by bombs, and propaganda and peoples property is now being sold to multinational corporations. Milton Friedman’s trickle down economic policy is at work in the Balkans. World Trade Organization (WTO) claims that more investment more jobs thus more money in the hands of the workers. Sadly you have been misled since the trickle down works like the horse and a sparrow relationship. The working class is the sparrow while the multinational is the horse.
This foreign exploitation was achieved not because people did not want to live with each other but because Chirac, Blair, Clinton and Helmut Kohl are front men who chose to divide you. Sectarianism and revived nationalism from the Diaspora was the instrument of choice used by NATO which needed a reason to exist. They created distrust, hate, violence, accusations and terrorism so that they could claim NATO must remain as an organization for peace keeping. Since the dissolution of the Warsaw Pact NATO primary goal has been war. Peace does not pay dividends. Dividends are paid when military industrial complex makes and use and sells more weapons. The peace dividend was the WTO shield for war sold to the masses by the Mainstream Media a weapon controlled by a few for the purpose of stealing from the many. It was this, not your racist comments, that you don’t want to live with Serbs that destroyed the social system.
Alban and Adriano, You will soon see that the wealth that you produce will be enjoyed by the gangsters in Kosovo who control you in order for us in the West to get dividends from our investments. We will be the absentee landlords the parasites you will channel your hate toward rather than the Serbs and the gang leaders will be our conduits to exploit your misery. You will sit in Kosovo, if that is where you are and wonder where is the Promised Land.

Afrimi - It's not a unique, Albanian thing - being fleeced by the police. Trust me.

No doubt things were far from good under the Milosevic regime. I understand that. Having said that, if the Albanians and Serbs cannot live together in Serbia, then it is ridiculous to think they can live together in Kosovo. The reality is that Kosovo will be partitioned, legally or not.

If the US gve the green light to Ceku to declare independence in the months ahead, i'd be very surprised if they haven't already calculated that the Serbs in the north of Kosovo will not want to break away.

I think unilateral independence doesn't suit the Albanian side either. With enough head banging i'm sure an agreement could be made to partition Kosovo, taking into account Presevo and Bujanovac. This in my opinion would suit all sides. You have independence, we keep the northern part of Kosovo.

Will common sense prevail? who knows? It might be in the US's interest to ensure a war starts again in the region. Only they know what they want.

Like i said, i hope logic dictates an amicable AGREED solution to this problem or i fear it will only be the source of a LOT more trouble in the future.

Benjamin Franklin once said that the there are only 2 things in life which are inevitable.Death and taxes.Reconciliation between people should be the policy for any conflict no matter how long it takes. The Greeks and Turks have been at it for decades and Cyprus is a member of the EU so what is the rush in Kosovo?

Guys guys guys,
IF independence is inevitable why r the SAA talks still ongoing? What our alban guests in Kosovo do not realise is that the first comments made by EU were that without a UN resolution for Kosovos independence, Serbia will be accepted as is into the EU- with its borders intact. So all this is a joke. It will be in every way just like Cyprus. Unless another war breaks out. Serbs will have all the legal rights to go in with troops to protect their civilians and not a single country in the world would stop them. Especially not US with all the current failed wars they are still fighting. Bush cant get simple bills to pass this would be hilarious.

Mike

pre 17 godina

The US may have support for independence, but that support will quickly vanish if independence is declared unilaterally. My country has a difficult time figuring out the nuances of the semantics of its statements. We also thought we had wide support for going into Iraq, but we didn't realize that support was contingent on a UN resolution. You'll have to excuse some of our officials in government - the fine print is oftentimes too fine for them to see, let alone read.

As a sinde note, mainstream American media is giving absolutely no coverage of Kosovo. I mean B92 is all over this everyday, but you'd think for a country that is practically shouting for Kosovo's independence, it would be in the news as a potential success story around here: "America Gives Hope to Moderate Muslims!" or "Pro-American Muslims put their faith in Uncle Sam!" or something hackneyed like that. Nothing is being told to us to sell us on this issue of pushing for independence without delay. Why are they so vocal in diplomatic circles but say nothing in the media? The only thing covered in the US-Russian relations are the missiles. Kosovo gets a footnote in the press.

Serbian posters

Make up your mind. You mention wider autonomy for Kosova within Serbia, but than instantly you express so much hate towards people that you would like to live with and you use such a discriminating language that makes everyone think that you guys are not serious about the offer.

Then you go ahead and twist the history so much that makes the people sick, especially when some of you mention that have a degree in History .for gods sake , no need to have a degree in history to know basic history and to know since when Kosova was under Serbian Occupation.

Some of you are happy that Kosova status is at the moment stuck with UN but don’t you realise that this is doing more harm to Serbs than K-Albanians. Ask them, they will tell you1

Some of you say that there is going to be uncomfortable to live in Kosova since it will live in poverty. My friends, Serbia is not I better shape at all, go and see - I have seen it for myself. You seem to forget that the un conformability can very easy go across the border like many other thing do.

So, instability for Kosova = Instability for Serbia

Don’t think that you can gain something on someone else’s tragedy.
Let people of Kosova decide whom they want to live with. Kosovars are humans same as all the others

If independence is declared unilaterally, with no UN recognition, nothing will change in Kosovo. We'll see how the general population responds to 70%+ unemployment levels in 5 or 10 years time. It won't be comfortable for those at the top of govt.

PB,
I don’t think that’s going to happen but we’ll see.
I lived in Kosova since i was born and no one will ever change what happened there during the 90s(at least that’s what i remember).

I remember we could not drive because if the Serbian Police stopped us the driver would either be asked for money or be beaten... this was done because they were able to. I saw this happen i know it happened. I had to go to school for only 2 hours a day despite the fact that i had to take 8 courses! Towards the end of 90s it got really ugly, we would not be able to go to school at all! My dad got fired from his job because some other Serb took his position...just because they could.

My point is that i'll take anything... but Kosova will never be ruled by Seriba again!

No need for Khalilzad to wait 1 more day or 1 more year for that matter. The Russians already made their stand clear earlier this week. He is desperately clutching at straws again. Hoping for some magic wand to change Russia's mind after 1 more day.

The two sides in this conflict are too hostile to reach an agreement to live together. Different groups agree on autonomy or (con)federation if they want to live together, not if they are forced to live together. Independence doesn't require any willingness for cooperation. Citing 'international law' as an argument for Kosovo remaining in Serbia is just stupid. If this thing can be resolved by law, negotiations woundn't be needed. When law can't resolve something, politics and diplomacy take over. If Serbia thinks law is on her side it should reject negotiations altogether. Why negotiate if you can win in court. But, 'international law' does not exit because it has no police, prisons, or courts. Justice without enforcement powers is not justice. Under 'international law' Serbia doesn't have to offer autonomy either. Why is it offering autonomy if it doesn't have to? Because it is democratic or loves Albanians? No, it is offering it because it doesn't intend to respect that autonomy, just as it never respected it in the past.

KATE "Why are they wasting time and money?" Because the Serbians tried to kill a fly with a cannon.
"It has been made very clear that no resolution will be supported if it leads to independence" Only by Russia dear, and this is the last time Russia is putting its 2 cents in.
"This is not an equal playing field" Of course not, Serbia's mind is in Russia and its body in Europe. So in the real physical world (EU) Kosovo will be independent. But don't worry Kate, Kosovo will be helped by the Europeans, and the Russians will have a limited influence in the Balkans, And as a concerned EU citizen I think it should be in your best interest.
Peace, and independence will be celebrated on November!

Endri

This is not an equal playing field - Serbia owns Kosovo and the Kosovan government wants to own Kosovo. It's pretty obvious who has the law on their side! The US should work with these facts and present something which could really take things forward.

Regarding integrity of Serbia is still protected, but not integrity of Yugoslavia.

Alban

You guys in Serbia don't understand, do you?!!
Croatians did not want to live with Serbs in the same house, the same with Bosnians, the same with Slovenians, the same with Macedonians, the same with Montenegrins. Take into account that all the nations mentioned above shared the same or similar language, traditions and even religon some of them. Now what the hell in this world makes you believe that Albanians, who have nothing in common with Serbs, would agree to live with them?!!!

kate

pre 17 godina

Why are they wasting time and money? It has been made very clear that no resolution will be supported if it leads to independence and does not support the territorial integrity of Serbia as agreed and signed up to by the UN in 1999.

This is not an equal playing field - Serbia owns Kosovo and the Kosovan government wants to own Kosovo. It's pretty obvious who has the law on their side! The US should work with these facts and present something which could really take things forward.

Endri

Finally we will have an end with or without a new UN resolution.Trying to negociate with the serbian/russian side is just a waste of time.
Now the only thing left is the last step toward independence, and having a state recognised by the world most influent states is more than enough.

"U.S. Ambassador to the UN Zalmay Khalilzad said last night that the U.S. and European Union would present their plans for Kosovo today, adding that Russia will be given one more day to make its stance clear."

No need for Khalilzad to wait 1 more day or 1 more year for that matter. The Russians already made their stand clear earlier this week. He is desperately clutching at straws again. Hoping for some magic wand to change Russia's mind after 1 more day.

Why are you worried so much about the UN money?
After all US gives UN most of its budget.
Secondly, the Draft Resolution on Kosovo Independence has to either be voted on or be dismissed. So I guess today we'll find out. Serbia does NOT own Kosovo. Usually people who live there "OWN" the land.

No, it is offering it because it doesn't intend to respect that autonomy, just as it never respected it in the past.

kate

avi - No, Peter is right. Resolution 1244 was passed to Serbia & Montenegro and since that federation split it remains valid with Serbia.

Do you really think that you know more than all of the legal minds in the UN put together? Some of that current US spirit must have rubbed off.

Alban i could not agree any more with your comment. In my opinion Kosovo it is used for the current radical leaders to hold firm power. Also it aids the Russians to look strong.
The fact that you mentioned culture and language, i guess they point out to racism not to give Kosovo to Kosovars.
Anyway that's my opinion

Endri - Just take a look at every other state which has declared independence illegally and is not recognised by the UN. All have stagnant economies and huge unemployment levels.

Mike

If this is true then, Serbia is legally responsible for the Yugoslav National Army and all its activities in Bosnia Croatia and Kosova.
Time for all three nations to take the Legal successor to FRYugoslavia to court and make it responsible/make reparation payments..(you know those 3 billion in reserves) to the victims of their reign of terror wars.
