“I have never met a single Russian diplomat who really cared about the Balkans. Serbs ought to think about when was the last time Russia stood by them, other than in 1914."

After discovering that the Russians remains unfazed by his war scenario, Holbrooke is now trying a different tack -- to sow discord between Moscow and Belgrade.

Holbrooke also conveniently omitted to mention that 1244 envisaged a return of Serbian troops to guard the patrimonial sites in Kosovo.

Mr. Holbrook has right at least in one point. Russian don’t care about Serbia! What ever they do, it will be for their cause not for Serbs.
In other hand, The reason why he decided to say something is to finish his job he started long time ago. His fingerprints are all over of Yugoslavia’s misfortune. He want to sealed that sad story by his powerless voice and proudly enjoyed in his retirement.

RE: Holbrook should read UNSC 1244 very carefully.

I ask you to read the UN resolution 1244 carefully. It states, very clearly, the UN has the mandate to determine Kosovo’s future status. That is precisely what the UN has been doing,” Holbrooke concluded.

UNSC Resolution 1244 clearly states that the sovereignty and territorial integrity of Serbia must be maintained. UNSC Resolution 1244 cites "substantial utonomy" not independance.

You have no idea how desperate you guys sound looking for support from a dead horse like Russia.
Please stop chewing again and again that resolution 1244. Another resolution from the UN will replace it. This is what usually happens, new rsolution replace the old ones.

"“Moscow must realize it will be held responsible for such an outcome,” Holbrooke told the newspaper. "

Moscow wasn't the one to illegally bomb a sovereign nation.

Oh wow this guy sounds so desperate!

Moscow will probably treat the matter responsibly, ..something the US are not doing until the present day.

after all, is it really so important what THIS man is saying?

if the United Nations decide on the matter, I am fine with that. but, ...Mr.Holbrooke, isn´t Russia a member of that organisation?

useless news.

Geez Dick! You sound like a little child when you don't get your way. It's Russia's fault that I haven't owed up to my promise of delivering a state to my crminal backers. I wonder if the Krasniqi's et al will be asking for their money back from Dick Holbrooke, Veseli Clark, Tom Lantos, and their ilk when the verdict is in?

I guess Holbrooke would be only too happy to blame anyone but himself for the disater that he and the Clinton adminstrations failed 90's policy has created. The trap without an exit is of his own making and frankly he need look no further then a mirror for someone to blame if at all violence by the ethnic-Albanians errupted.

Is he suggesting that the UN be held hostage to violence unless they give independence to any ethnic minority in any state? If that is not the most dangerous precedent I can't imagine what else would be!!!

Why would our newspapers even allow this...gentleman the opportunity to put his thoughts on paper? I personally wouldn't even give him the time of day. He's a former diplomat that failed in every aspect of his job. What's to respect?

If I mess up in my job, I will most likely get fired. If Holbrooke messes up, he blames the Russians! If I were to be buddies with drug-dealing terrorists, like the KLA, I would end up in Guantanamo bay under some bogus category such as 'illegal combatant' and having my toenails pulled out with pliers for information that I might of might not know. If Holbrooke does it, he keeps his freedom and is at liberty to blame others for his illegal plans.

Such is modern 'democracy'. The new Communism.

I found it strange that Mr. Holbrooke read only one part of UN Resolution 1244. That part in which it sais that UN Security Council has a right to determine status of Kosovo. The same Resolution also sais that Kosovo is part of Serbia, not that Mr. Holbrooke noticed that.
He also, recently said that if Athisaari's plan is not accepted US will recognize Kosovo unilaterally along with a lot of islamic countries, although most EU countries will not. What happen to UN Security Council?
Obviously, no need to pay any attention to any UN resolutions in this case.
And in the end, for a friend? I would like Mr. Holbrooke to let us decide who are our real friends. I doubt he's on the list.

All this bluster means that Richard Holbrooke was hardly negotiating in good faith back in 1999.

I have read resolution 1244 carefully and it says:

"Reaffirming the commitment of all Member States to the sovereignty and territorial integrity of the Federal Republic of Yugoslavia and the other States of the region, as set out in the Helsinki Final Act"

It doesn't mention the UN being mandated with the power to determine the future status of Kosovo. The resolution gives the "international civil presence" the responsibility of "Facilitating a political process designed to determine Kosovo’s future status, taking into account the Rambouillet accords”. That is what has been happening for the past year. The UNSC will itself have to approve the whatever proposals are put in front of it.

1244 also states that it "Decides that a political solution to the Kosovo crisis shall be based on the general principles in annex 1 and as further elaborated in the principles and other required elements in annex 2;"

Annexes 1 & 2 both reaffirm the "the principles of sovereignty and territorial integrity of the Federal Republic of Yugoslavia".
