It has been some time since I have written. I trust you are well.

I hope you are not hurting too badly. Everyone realizes what a humiliating defeat this must be for the serbs to "lose" Kosova. We Albanians want you to know that any serb from Kosova can come back and feel safe to live amongst us provided he does not have any blood on his hands. Otherwise, he will be subject to prosecution for war crimes against the Albanian people.

One of the problems the serbs have is that they are so brainwashed by propaganda spread by your "intellectuals", Gov't and Church. If serbs only would believe what repuatable Historians have to say about the history of Kosova , they would not have such a difficult time of dispelling themselves of the national myths they have been fed by their Academic leaders, Church and Gov't.

To give one such recent example of the ridiculous propaganda published by one of your leading "Academics, I wish you to see why repuatable international Historians laugh at your ideas:

(1) Self determination from colonized Africa has nothing to do with tearing apart the first settelment of the Serb state in Kosovo. Kosovo was not "colonized"

(2) The Helsinki Annex you quote and the UNSC Resolution 1244 calls for substantinal autonomy not independance. That is why the clause for the sovereignty and territorial integrity was negotiated between Serbia and NATO.

Respect means not manipulating and changing the context of agreements for political gain.

If you have to rely on the Serbian province of Kosovo & Metohija being seen as a colony so as to construe a possibility of statehood it shows how unbased such aspirations really are.

Frankly there is no ethnic, historical or economic reality to a "Kosovar" state.

Say it like it really is and be specific - you want another Albanian state to be carved out of Internationally recognised Serbian territory.

I guess the reason you won't do that is because you blow any chance of continuing the deception to the UNSC!

Keep waiting but looks like the timeline has slipped again - I wonder why?

If you are a lawyer, and I guess you are, please keep in mind that certain provisions of int’l treaties may be interpreted in either stringent or more flexible way. This is how the international law scholars earn their bread and butter :) As for the “UN Charter I”, your comment is in line with the interpretation of many scholars, however, on the other hand, it also served as the legal basis for the decolonization process in the 60s. And this is exactly the school of thought I belong to. None of the decolonized African countries has had an international subjectivity before they reached independence, but this did not prevent the international community to consider them as “peoples” in the sense of Article I of the UN Charter, and subsequently recognize their will for self-determination. The Kosovo case is a typical decolonization process and in this respect it perfectly matches the spirit of the UN Charter and in particular the intent of Article I.

Secondly, I would also like to reiterate something I have posted in this respected forum few weeks ago. The preamble of the UNSC Resolution 1244 cited the ritual affirmation of the commitment of all member states to the sovereignty and territorial integrity of the FRY and the other States of the region, as set out in the Helsinki Final Act and Annex 2 of the Resolution. Crucially, the sovereignty and territorial integrity of the FRY was conditioned by the Helsinki Final Act and Annex 2 of the Security Council Resolution. The Helsinki Final act provides for the equal recognition of a state’s right to sovereignty and territorial integrity, and of a minority peoples’ right to self-determination. Annex 2 expressly places the respect for the sovereignty and territorial integrity of the FRY within the context of the ‘interim political framework agreement providing for substantial self-government for Kosovo,’ and also noted the necessity of taking full account of the Rambouillet Accords. As you may recall, the Rambouillet Accords reads that an international meeting shall be convened to determine a mechanism for a final settlement for Kosovo, inter alia, on the basis of the will of the people.

I dont understand this huge number of coments in this issue, Kosovo has been indip. since 1999, with Kumanova agreemant for pulling out ex Yug trups, There is Gov in place, ministri of inter. Soon flag, anthem, etc.
In this should not be suprize for any one, We have Sllovenia, Croatia, Montenegro, Macedonia, which are seprated even that they have manu things in common like religion, habits. And we are waitng Kosova to be part of Serbia, People wake up!!!!

If Kosovo is granted independance, Serbia should immediately secure it's borders with Albania, Montenegro and Macedonia with its military. Kosovo is sovereign Serbian land. I cannot understand why autonomy is not enough for the albanians. Kosovo does not have the economic wherewithal to survive as an independant country. What a disaster in the making and a pipe dream for the albanians. Serbia should mobilize every able bodied male from the ages of 18-55 to prevent independace. I am confident that any proud country would do the same. Curious if the americans will grant california independence in the coming years as a hispanic majority is forecast and are increasingly seperatist. I don't think so. Shame on the USA. I will be ashamed if our British Government does not support its historical allies.

Do you see a pattern here folks? Yugoslavia left us! What should that tell us? We need to calmly wake up from this nightmare, and peacefully move on. Bringing up crimes from the past do not justify our crimes of the present. China? Russia? Do you think they really care about us? Dream on... only if they are looking to exploit their situations in Taiwan or the Cacauses. Let's face it. We have no friends. And posting these things, or drawing attention to how bad everyone else is, won't help. We need to stop voting for these "patriots", and see them as the principle reason why we are in the situation that we are in. If we vote in large numbers for the radicals, what do you think the international community is going to say about our "readiness" to play fair with the Albanians in Kosovo. We need to follow Montenegro's lead, and move on peacefully.

The whole of Kosovo is not worth the bones of one German.“Even though Martti Ahtisaari’s amended plan didn’t satisfy the needs of both sides, they ought to accept it as a result of a year long negotiations.” Ruecker maintained.

Before getting too carried away, please remember that this plan is just a proposal. It must still pass the UNSC which is not a sure thing. More likely, any plan that is eventually approved would probably be a very watered down version given the absence of unanimity in the UNSC.

By the time the negotiations within the UNSC are over, Ahtisaari would have long left the scene and couldn't care less anymore.

I predict there will be a unilateral declaration of independence by Pristina followed immediately by a declaration of secession by the K-Serbs in the north.

If i was Serbia i would allow the break away republic to breakaway they have guranteed protection of the enclaves and to be able to remain separate and in fact link to serbia. No more of the UNMIK interference no you cannot supply power to the enclaves because kosovo can't. I would let it go and gain from it. They will have there part and that is it. The EU will not sink billions of dollars into Kosovo like UNMIK did. There mission failed the albanians want them out because they believe that the EU will allow a flood of cheap labor to the EU and fix everything UNMIK could not. Serbia use this opportunity to gain not to continue to lose. Kosovo will still be a haven for drug flow and other illegal operations. Everyone knows the truth, they will blame Serbia for everything so let them be free and they can blame only themselves.

It is the twilight of the last of the Muslim Albanian idols: Richard Holbrooke, the perennial architect of the Western aggression against the Serbs, is appealing to the last of Washington’s animus, hatred of Russia, and trying to blight Moscow for the inability of his violent Muslim protégés in Pristina to acquire independence despite that Muslim Albanians of Kosovo have blindly believed in him and of his ilk who have been promising independence and now that it is stillborn, Holbrooke, a man of no decision power, is trying, for the last time, to earn the money that Muslim Albanian mafia has pumped into him to be the diplomatic warmonger for their case.

“If Russia blocks the Ahtisaari plan, the chaos that follows will be Moscow’s responsibility and will affect other aspects of Russia’s relationships with the West,” Holbrooke says then escalates the rhetoric.

“If Moscow vetoes or delays the Ahtisaari’s plan, the Kosovo Albanians will declare independence unilaterally. Some countries, including the United States and many Muslim states, would probably recognize them, but most of the European Union would not,” scares Holbrooke the daylights out of everybody who, once done reading his diatribe, would particularly be impressed with his probability keyword that actually means that Kosovo independence is doomed worldwide and within EU for sure.

So stupid, Holbrooke does not even know whether his own government, the US, will recognize Kosovo Albanians.

The Albanian mafia that runs Kosovo, flushed with money, has gotten Holbrooke recruited to issue one of the last few warnings before they attack NATO, Serbs, the Western world, anyone… and Holbrooke has decided to issue a cheap shot at Russia, country pivotal once a showdown with Iran actually starts.

Pumped with invincibility, Kosovo Albanians have hired Holbrooke to convey a message to the West that Muslim Albanian violence will be of a, supposedly, such a large proportion that the only way to avert it is by granting independence to the province.

“If this means a Russian veto in the Security Council, or an effort to water down or delay Ahtisaari’s plan, the fragile peace in Kosovo will evaporate within days, and a new wave of violence — possibly even another war — will erupt,” Holbrooke says.

We are yet to see anyone! anyone in Europe, shake themselves in fear that 1.5 million enraged Muslims can damage so much of European peace now that a reactionary Milosevic is no longer in Belgrade and ruling.

Holbrooke may have written this warning not just out of conviction nor out of duty to work off the pay Kosovo Albanian mafia has given him, but perhaps out of fear that they may turn on him because he has been promising them a tranquil road to independence yet every Western capital has rejected independence for the Pristina secessionists that, be one a rational Albanian Muslim nationalist, one would indeed reevaluate the investment made into folks like Holbrooke, Wesley Clark or the International Crisis Group… all of them have over promised, under delivered and some have, probably, ratted on the Kosovo Albanian cause under disguise of negotiating for them.

As Holbrooke’s last thoughts fade into the upcoming Kosovo turmoil, even a Muslim Indonesia has turned on their Islamic brothers in Kosovo deeming sovereignty of their disparate nation more precious then a stillborn secession meant to serve few al-Qaeda Islamic cells desiring to have a base in Europe in order to bomb it.

Kosovo Albanians have not capitulated yet, however.

The Agim Ceku and Hasim Taci faction has been promising the Kosovo Albanian mafia “crocodiles” to behold! for independence is nay. The West, for its part, will wash its hands of its clandestine support for these Muslim thugs once the mafia “crocodiles” call up their investment to evaluate the return on it… and it does not look good for those who have blindly set trust into Holbrooke’s of this world.

Now whatever this ruling may bring, that does not take away from the fact that respect for the Albanian people and Albanian respect for the Serbian people simply has to move forward. For call me what you will. A pacifist, a pansy, whatever. Sometimes, my words for calm even to me legitimately come off as the hollow remarks of a wimp. Nonetheless, my view still stands that for the benefit of the Serbian people, in order for any type of progression to happen in Serbia (including the progression of the welfare of the people of Serbia), Serbia must accept whatever the UN brings forward and the nation also simply must eliminate any hint of war over Kosovo. And I do understand if that sounds utterly naïve.

For how much longer can these types of episodes occur without breaking the back of the Serbian nation, respective commentators? The latter sentence emanates from the view that Serbia as a nation has gone through more wars and violence that almost every other nation on this Earth would not live to see today had they witnessed what the Serbian people have witnessed. And, in addition, my view is that contemporary wars are won through 1. the power of the economy and money and 2. the types of bonds you create with influential nations, but not necessarily through threat of violence. So let us, more than anything else, focus on the economy to better the material lives of the Serbian citizen and to make Serbia an important economic hub of Europe. For if this occurs, then my contention is that Kosovo may then actually want to join Serbia and then the UN will finally argue future issues on the side of the economically powerful, and publicly known Western-leaning, Serbian nation.

To be sure, my view is that Albanians in Kosovo are winning this battle by portraying themselves as the victims and Serbians as oppressors. And so, Serbia must look at who ultimately decides the fate of Kosovo at the UN: The United States, Great Britain, Germany, and France, respectively. Thus, to win this battle, Serbia simply must become allied with the latter four nations in order to win this and future battles it may have. Yes, Russia is and has been on Serbia’s side seemingly forever. And all Serbian people should be grateful that their Slavic cousins are seemingly always on their side. But, unfortunately, Russia’s decision in this diplomatic game is not enough. In essence, then, I think that Serbia should not further antagonize the powers of the UN over Kosovo, as arrogant as that may sound. Because the game in today’s diplomatic environment is that nations that side with the powers of the UN, or appeal better to the powers of the UN, receive better outcomes in the long run. That’s the game, and my view is that Serbia must play it in order to achieve the goals that it wishes to achieve.

Occupation of Kosovo without respect to Serbia's claim is act of war, and Serbia needs to respond whenever it has the just cause. Serbian civilization needs to get richer, not poorer, and Serbian civilization nor state does not exist without Kosovo i Metohija.

This disgraceful act will also bring Serbians together and declare unifications on a much wider scale then Bosna i Hercegovina as a whole.

Great - Ahtisaari is being purposefully explicit - why he could not have just come out with it 14 months ago is a question the ethnic-Albanians need to ask themselves.

Comments that your getting independence in a couple of weeks shows either complete lack of understanding of diplomacy or pure blindness by the promise that will never be delivered.

Those same Communists gave you an autonomous state in 1974 led by TITO which later resulted in the Albanian riots against the Yugoslav state in 1981 and the expulsions of the Communist Albanian Leader. If the Communists could not deal with Albanian irredentism, how is the EU going to deal with it.

It is obvious that you not even close to a lawyer or know how to read International agreements or Charters.

Your first try to discredit the UN charter I by taking taking the term "self determination" out of context from the UN Charter and trying to make it fit into the Kosovo Albanians attempt to steal Kosovo-Metohija from Serbia. UN Charter I is firm in that the territorial integrity of all countries much not be compromised. The historical context for the creation of the document was to prevent another Nazi Germany from infringing and invading sovereign nations on the basis of false propoganda such as "protecting the German Minority" We all know about Krystalnekt where all Jewish shops were destroyed by the Nazi Germany. The UN charter built on the League of Nations document promoted by US President Woodrow Wilson after WWI.

You again contradict yourself again by quoting UNSC 1244 which also guarantees the territorial integrity of Kosovo and Metohija within Serbia.

After it gains its independence, Kosovo will protect the rights of its citizens regardless of their ethnicity and background. Kosova will also have a modern constitution. As for the symbols, I like to leave them to symbol-minded, for symbols can change anytime.

Serbian government has broken its contract with its largest minority group, Albanians, throughout 90s, and therefore, there is only one feasible solution to the problem of Kosova, and that is its independence, which is basically supported by majority of international community, if not all. You can evade reality, but you cannot evade the consequences of evading reality.  Rand.

Serbs have lost so big that their only way of retaliation is to have Artemije go to Washington, pay some anti-Albanian lobbies to spread the fear of another 'Al-Qaida' state in Europe.

Guys! Serbian government has killed more than 10 000 Kosovo Albanian civilians, which were de jure its own citizens. The humanitarian intervention led by NATO, which as a concept is widely recognized and endorsed in the international law, was followed by the withdrawal of the Serbian regime and the establishment of a UN Mission pursuant to the UNSC Resolution 1244 of 1999. The resolution suspended the exercise of all sovereign powers of FRY over Kosovo and such powers were provisionally vested in the Special Representative of the Secretary General. The sovereign powers over Kosovo are being granted to the Sovereign, and that is the people of Kosovo. Russia has never mentioned the veto on the new SC Resolution for Kosovo. Subsequently, the Assembly of Kosovo will declare independence. I have no doubts that the UN SC will make a recommendation to the General Assembly of the UN that Kosovo should be admitted to membership in the United Nations, which, after Kosovo submits a formal application for membership, will do so. Take it or leave it :)

I wonder why proserb or better to say serb nationalists in this forum doesn't think about represion, terror, war crimes, genocid, ethnic cleaning Serbia was doing during 80 and 90 in Kosovo. Even more, there are open threatenings with another war in case Kosovo finally gets its independence. Nobody is giving independence to Kosovo, it is deserved considering all historical, ethnical, religiouse, cultural, language differencies and specifics and as the only solution after how Serbia treated it in a past. Times when Serbia could 'sell its story' has passed and Albanians were/are able to show the reality because it is so obvious and convincing.
Unfortunately, Serbs are still singing the same song of nationalism since a years/decades/centuries trying to 'keep' Kosovo, not beeing aware this song is not on top lists any more and people are sick of it... While talking about churches, why nobody is mentioning mosques burned and destroyed in Kosovo for the years and not only during the last war?!?!?! To many historic, cultural and national pearls are destroyed systematicaly by different serbian reigns for a years in Kosovo, but it was not possible extraction of the roots... Good luck Kosovo on your own way...

Russia & China will not allow this to happen. We are their ONLY ally in europe. During WWII Serbia saved Russia from the Nazis (according to some Russian Generals) because they tied up so many Nazi divisions for so long that they delayed their deployment for months. Allowing the Russian winter to take its toll on the Nazi war machine. We need them, they need us. But right now we need them the most. Whenever it has counted, they have not let us down. 1999 they did not have the power to help us, today they do. Washington screwed them over in Afghanistan in the 80's leading to their downfall. Today the favor is being returned in Iraq, Afghanistan, Iran, N. Korea, and soon to follow a big slap on the face with Kosovo being denied independence. Russia is looking to demonstrate to the world that they are back. What better way than to screw up 17 years of Washington's little "project" in the Balkans. The 400 kilos of cocaine you mention - and I am glad that you did, as it is a good example - that was found by the Macedonian police near the Kosovo border in the first week of January 2007? Blame the Serbs for it! Blame the Zemun Clan, if you like! The truck carrying the 400 kilos of heroin entered Macedonia from Kosovo and was destined for Greece! Who is lying now? You or me? No matter how much you try, you cannot distract from the point that you have conspicuously ignored from me about the burned churches and as for law and order, if NATO cannot enforce it, it will have to be up to someone who can. Let's start with the 1000 Serb soldiers who are still waiting after 8 years from the original UN resolution that allowed them in to protect the Serbs in Kosovo. Let them enforce law and order and clamp down on the terrorists and drug dealers. When you mention "uninformed" people, you are obviously talking about yourself!

The EU is split on the Issue. The Americans are pre-occupied with Iraq, and cant afford another war.

So if K-Albanians declare them selves independent, there is already Serb paramilitary units in the Serbian occupied north. And the first thing they will do is seize control of the north to insure the protection of the K-Serbs living there. Which will be a precursor to war. I know that all sides preach no violence. But no side is willing to simple give up Kosovo without any form of struggle.

Guys! Serbian government has killed more than 10 000 Kosovo Albanian civilians, which were de jure its own citizens. The humanitarian intervention led by NATO, which as a concept is widely recognized and endorsed in the international law, was followed by the withdrawal of the Serbian regime and the establishment of a UN Mission pursuant to the UNSC Resolution 1244 of 1999. The resolution suspended the exercise of all sovereign powers of FRY over Kosovo and such powers were provisionally vested in the Special Representative of the Secretary General. The sovereign powers over Kosovo are being granted to the Sovereign, and that is the people of Kosovo. Russia has never mentioned the veto on the new SC Resolution for Kosovo. Subsequently, the Assembly of Kosovo will declare independence. I have no doubts that the UN SC will make a recommendation to the General Assembly of the UN that Kosovo should be admitted to membership in the United Nations, which, after Kosovo submits a formal application for membership, will do so. Take it or leave it :)

I wonder why proserb or better to say serb nationalists in this forum doesn't think about represion, terror, war crimes, genocid, ethnic cleaning Serbia was doing during 80 and 90 in Kosovo. Even more, there are open threatenings with another war in case Kosovo finally gets its independence. Nobody is giving independence to Kosovo, it is deserved considering all historical, ethnical, religiouse, cultural, language differencies and specifics and as the only solution after how Serbia treated it in a past. Times when Serbia could 'sell its story' has passed and Albanians were/are able to show the reality because it is so obvious and convincing.
Unfortunately, Serbs are still singing the same song of nationalism since a years/decades/centuries trying to 'keep' Kosovo, not beeing aware this song is not on top lists any more and people are sick of it... While talking about churches, why nobody is mentioning mosques burned and destroyed in Kosovo for the years and not only during the last war?!?!?! To many historic, cultural and national pearls are destroyed systematicaly by different serbian reigns for a years in Kosovo, but it was not possible extraction of the roots... Good luck Kosovo on your own way...

Russia & China will not allow this to happen. We are their ONLY ally in europe. During WWII Serbia saved Russia from the Nazis (according to some Russian Generals) because they tied up so many Nazi divisions for so long that they delayed their deployment for months. Allowing the Russian winter to take its toll on the Nazi war machine. We need them, they need us. But right now we need them the most. Whenever it has counted, they have not let us down. 1999 they did not have the power to help us, today they do. Washington screwed them over in Afghanistan in the 80's leading to their downfall. Today the favor is being returned in Iraq, Afghanistan, Iran, N. Korea, and soon to follow a big slap on the face with Kosovo being denied independence. Russia is looking to demonstrate to the world that they are back. What better way than to screw up 17 years of Washington's little "project" in the Balkans. The best part is, all they have to do is sign a little piece of paper with the words V-E-T-O. I love it. Don't you?

After it gains its independence, Kosovo will protect the rights of its citizens regardless of their ethnicity and background. Kosova will also have a modern constitution. As for the symbols, I like to leave them to symbol-minded, for symbols can change anytime.

Serbian government has broken its contract with its largest minority group, Albanians, throughout 90s, and therefore, there is only one feasible solution to the problem of Kosova, and that is its independence, which is basically supported by majority of international community, if not all. Your first try to discredit the UN charter I by taking taking the term "self determination" out of context from the UN Charter and trying to make it fit into the Kosovo Albanians attempt to steal Kosovo-Metohija from Serbia. UN Charter I is firm in that the territorial integrity of all countries much not be compromised. The historical context for the creation of the document was to prevent another Nazi Germany from infringing and invading sovereign nations on the basis of false propoganda such as "protecting the German Minority" We all know about Krystalnekt where all Jewish shops were destroyed by the Nazi Germany. The UN charter built on the League of Nations document promoted by US President Woodrow Wilson after WWI.

Now whatever this ruling may bring, that does not take away from the fact that respect for the Albanian people and Albanian respect for the Serbian people simply has to move forward. For call me what you will. A pacifist, a pansy, whatever. Sometimes, my words for calm even to me legitimately come off as the hollow remarks of a wimp. Nonetheless, my view still stands that for the benefit of the Serbian people, in order for any type of progression to happen in Serbia (including the progression of the welfare of the people of Serbia), Serbia must accept whatever the UN brings forward and the nation also simply must eliminate any hint of war over Kosovo. And I do understand if that sounds utterly naïve.

For how much longer can these types of episodes occur without breaking the back of the Serbian nation, respective commentators? The latter sentence emanates from the view that Serbia as a nation has gone through more wars and violence that almost every other nation on this Earth would not live to see today had they witnessed what the Serbian people have witnessed. And, in addition, my view is that contemporary wars are won through 1. the power of the economy and money and 2. the types of bonds you create with influential nations, but not necessarily through threat of violence. So let us, more than anything else, focus on the economy to better the material lives of the Serbian citizen and to make Serbia an important economic hub of Europe. For if this occurs, then my contention is that Kosovo may then actually want to join Serbia and then the UN will finally argue future issues on the side of the economically powerful, and publicly known Western-leaning, Serbian nation.

To be sure, my view is that Albanians in Kosovo are winning this battle by portraying themselves as the victims and Serbians as oppressors. And so, Serbia must look at who ultimately decides the fate of Kosovo at the UN: The United States, Great Britain, Germany, and France, respectively. Thus, to win this battle, Serbia simply must become allied with the latter four nations in order to win this and future battles it may have. Yes, Russia is and has been on Serbia’s side seemingly forever. And all Serbian people should be grateful that their Slavic cousins are seemingly always on their side. But, unfortunately, Russia’s decision in this diplomatic game is not enough. In essence, then, I think that Serbia should not further antagonize the powers of the UN over Kosovo, as arrogant as that may sound. Because the game in today’s diplomatic environment is that nations that side with the powers of the UN, or appeal better to the powers of the UN, receive better outcomes in the long run. That’s the game, and my view is that Serbia must play it in order to achieve the goals that it wishes to achieve.

It is the twilight of the last of the Muslim Albanian idols: Richard Holbrooke, the perennial architect of the Western aggression against the Serbs, is appealing to the last of Washington’s animus, hatred of Russia, and trying to blight Moscow for the inability of his violent Muslim protégés in Pristina to acquire independence despite that Muslim Albanians of Kosovo have blindly believed in him and of his ilk who have been promising independence and now that it is stillborn, Holbrooke, a man of no decision power, is trying, for the last time, to earn the money that Muslim Albanian mafia has pumped into him to be the diplomatic warmonger for their case.

“If Russia blocks the Ahtisaari plan, the chaos that follows will be Moscow’s responsibility and will affect other aspects of Russia’s relationships with the West,” Holbrooke says then escalates the rhetoric.

“If Moscow vetoes or delays the Ahtisaari’s plan, the Kosovo Albanians will declare independence unilaterally. Some countries, including the United States and many Muslim states, would probably recognize them, but most of the European Union would not,” scares Holbrooke the daylights out of everybody who, once done reading his diatribe, would particularly be impressed with his probability keyword that actually means that Kosovo independence is doomed worldwide and within EU for sure.

So stupid, Holbrooke does not even know whether his own government, the US, will recognize Kosovo Albanians.

The Albanian mafia that runs Kosovo, flushed with money, has gotten Holbrooke recruited to issue one of the last few warnings before they attack NATO, Serbs, the Western world, anyone… and Holbrooke has decided to issue a cheap shot at Russia, country pivotal once a showdown with Iran actually starts.

Pumped with invincibility, Kosovo Albanians have hired Holbrooke to convey a message to the West that Muslim Albanian violence will be of a, supposedly, such a large proportion that the only way to avert it is by granting independence to the province.

“If this means a Russian veto in the Security Council, or an effort to water down or delay Ahtisaari’s plan, the fragile peace in Kosovo will evaporate within days, and a new wave of violence — possibly even another war — will erupt,” Holbrooke says.

We are yet to see anyone! anyone in Europe, shake themselves in fear that 1.5 million enraged Muslims can damage so much of European peace now that a reactionary Milosevic is no longer in Belgrade and ruling.

Holbrooke may have written this warning not just out of conviction nor out of duty to work off the pay Kosovo Albanian mafia has given him, but perhaps out of fear that they may turn on him because he has been promising them a tranquil road to independence yet every Western capital has rejected independence for the Pristina secessionists that, be one a rational Albanian Muslim nationalist, one would indeed reevaluate the investment made into folks like Holbrooke, Wesley Clark or the International Crisis Group… all of them have over promised, under delivered and some have, probably, ratted on the Kosovo Albanian cause under disguise of negotiating for them.

As Holbrooke’s last thoughts fade into the upcoming Kosovo turmoil, even a Muslim Indonesia has turned on their Islamic brothers in Kosovo deeming sovereignty of their disparate nation more precious then a stillborn secession meant to serve few al-Qaeda Islamic cells desiring to have a base in Europe in order to bomb it.

Kosovo Albanians have not capitulated yet, however.

The Agim Ceku and Hasim Taci faction has been promising the Kosovo Albanian mafia “crocodiles” to behold! for independence is nay. The West, for its part, will wash its hands of its clandestine support for these Muslim thugs once the mafia “crocodiles” call up their investment to evaluate the return on it… and it does not look good for those who have blindly set trust into Holbrooke’s of this world.

If i was Serbia i would allow the break away republic to breakaway they have guranteed protection of the enclaves and to be able to remain separate and in fact link to serbia. No more of the UNMIK interference no you cannot supply power to the enclaves because kosovo can't. I would let it go and gain from it. They will have there part and that is it. The EU will not sink billions of dollars into Kosovo like UNMIK did. There mission failed the albanians want them out because they believe that the EU will allow a flood of cheap labor to the EU and fix everything UNMIK could not. Serbia use this opportunity to gain not to continue to lose. Kosovo will still be a haven for drug flow and other illegal operations. Everyone knows the truth, they will blame Serbia for everything so let them be free and they can blame only themselves.

Before getting too carried away, please remember that this plan is just a proposal. It must still pass the UNSC which is not a sure thing. More likely, any plan that is eventually approved would probably be a very watered down version given the absence of unanimity in the UNSC.

By the time the negotiations within the UNSC are over, Ahtisaari would have long left the scene and couldn't care less anymore.

I predict there will be a unilateral declaration of independence by Pristina followed immediately by a declaration of secession by the K-Serbs in the north.

Bringing up crimes from the past do not justify our crimes of the present. China? Russia? Do you think they really care about us? If Kosovo is granted independance, Serbia should immediately secure it's borders with Albania, Montenegro and Macedonia with its military. Kosovo is sovereign Serbian land. I cannot understand why autonomy is not enough for the albanians. Kosovo does not have the economic wherewithal to survive as an independant country. What a disaster in the making and a pipe dream for the albanians. Serbia should mobilize every able bodied male from the ages of 18-55 to prevent independace. I am confident that any proud country would do the same. Curious if the americans will grant california independence in the coming years as a hispanic majority is forecast and are increasingly seperatist. I don't think so. Shame on the USA. I will be ashamed if our British Government does not support its historical allies.

I dont understand this huge number of coments in this issue, Kosovo has been indip. since 1999, with Kumanova agreemant for pulling out ex Yug trups, There is Gov in place, ministri of inter. Soon flag, anthem, etc.
In this should not be suprize for any one, We have Sllovenia, Croatia, Montenegro, Macedonia, which are seprated even that they have manu things in common like religion, habits. And we are waitng Kosova to be part of Serbia, People wake up!!!!

If you are a lawyer, and I guess you are, please keep in mind that certain provisions of int’l treaties may be interpreted in either stringent or more flexible way. This is how the international law scholars earn their bread and butter :) As for the “UN Charter I”, your comment is in line with the interpretation of many scholars, however, on the other hand, it also served as the legal basis for the decolonization process in the 60s. And this is exactly the school of thought I belong to. None of the decolonized African countries has had an international subjectivity before they reached independence, but this did not prevent the international community to consider them as “peoples” in the sense of Article I of the UN Charter, and subsequently recognize their will for self-determination. The Kosovo case is a typical decolonization process and in this respect it perfectly matches the spirit of the UN Charter and in particular the intent of Article I.

Secondly, I would also like to reiterate something I have posted in this respected forum few weeks ago. The preamble of the UNSC Resolution 1244 cited the ritual affirmation of the commitment of all member states to the sovereignty and territorial integrity of the FRY and the other States of the region, as set out in the Helsinki Final Act and Annex 2 of the Resolution. Crucially, the sovereignty and territorial integrity of the FRY was conditioned by the Helsinki Final Act and Annex 2 of the Security Council Resolution. The Helsinki Final act provides for the equal recognition of a state’s right to sovereignty and territorial integrity, and of a minority peoples’ right to self-determination. Annex 2 expressly places the respect for the sovereignty and territorial integrity of the FRY within the context of the ‘interim political framework agreement providing for substantial self-government for Kosovo,’ and also noted the necessity of taking full account of the Rambouillet Accords. As you may recall, the Rambouillet Accords reads that an international meeting shall be convened to determine a mechanism for a final settlement for Kosovo, inter alia, on the basis of the will of the people.

If you have to rely on the Serbian province of Kosovo & Metohija being seen as a colony so as to construe a possibility of statehood it shows how unbased such aspirations really are.

Frankly there is no ethnic, historical or economic reality to a "Kosovar" state.

Say it like it really is and be specific - you want another Albanian state to be carved out of Internationally recognised Serbian territory.

I guess the reason you won't do that is because you blow any chance of continuing the deception to the UNSC!

Keep waiting but looks like the timeline has slipped again - I wonder why?

(2) The Helsinki Annex you quote and the UNSC Resolution 1244 calls for substantinal autonomy not independance. That is why the clause for the sovereignty and territorial integrity was negotiated between Serbia and NATO.

Respect means not manipulating and changing the context of agreements for political gain.

Let's face it, this is all leading to another war, neither side is willing to give up Kosovo, The UNSC may or may not declare Kosovo independent, but in reality the UNSC is a joke, Just look back on Iraq or even the previous Kosovo crisis, the UNSC didn’t want war but it happened. The EU is split on the Issue. The Americans are pre-occupied with Iraq, and cant afford another war.

So if K-Albanians declare them selves independent, there is already Serb paramilitary units in the Serbian occupied north. And the first thing they will do is seize control of the north to insure the protection of the K-Serbs living there. Which will be a precursor to war. I know that all sides preach no violence. But no side is willing to simple give up Kosovo without any form of struggle.

Time is ticking away and this is in favor of Kosovo. UNSC whether approves or not a resolution on Kosovo, you can take Kosovo's independence as a done deal. US has agreed for Kosovo to become a state and that will happen. They were the ones to bomb Serbia despite a UN refusal and the ywill be the one to declare Kosovo independent which will be followed by most of today's countries at later stages. Serbia should become democratic and should get rid off of their radical killers who are ruling their country.

Let's start with the 1000 Serb soldiers who are still waiting after 8 years from the original UN resolution that allowed them in to protect the Serbs in Kosovo. Guys! Serbian government has killed more than 10 000 Kosovo Albanian civilians, which were de jure its own citizens. The humanitarian intervention led by NATO, which as a concept is widely recognized and endorsed in the international law, was followed by the withdrawal of the Serbian regime and the establishment of a UN Mission pursuant to the UNSC Resolution 1244 of 1999. The resolution suspended the exercise of all sovereign powers of FRY over Kosovo and such powers were provisionally vested in the Special Representative of the Secretary General. The sovereign powers over Kosovo are being granted to the Sovereign, and that is the people of Kosovo. Russia has never mentioned the veto on the new SC Resolution for Kosovo. Subsequently, the Assembly of Kosovo will declare independence. I have no doubts that the UN SC will make a recommendation to the General Assembly of the UN that Kosovo should be admitted to membership in the United Nations, which, after Kosovo submits a formal application for membership, will do so. Take it or leave it :)

I wonder why proserb or better to say serb nationalists in this forum doesn't think about represion, terror, war crimes, genocid, ethnic cleaning Serbia was doing during 80 and 90 in Kosovo. Even more, there are open threatenings with another war in case Kosovo finally gets its independence. Nobody is giving independence to Kosovo, it is deserved considering all historical, ethnical, religiouse, cultural, language differencies and specifics and as the only solution after how Serbia treated it in a past. Times when Serbia could 'sell its story' has passed and Albanians were/are able to show the reality because it is so obvious and convincing.
Unfortunately, Serbs are still singing the same song of nationalism since a years/decades/centuries trying to 'keep' Kosovo, not beeing aware this song is not on top lists any more and people are sick of it... While talking about churches, why nobody is mentioning mosques burned and destroyed in Kosovo for the years and not only during the last war?!?!?! To many historic, cultural and national pearls are destroyed systematicaly by different serbian reigns for a years in Kosovo, but it was not possible extraction of the roots... Good luck Kosovo on your own way...

Russia & China will not allow this to happen. We are their ONLY ally in europe. During WWII Serbia saved Russia from the Nazis (according to some Russian Generals) because they tied up so many Nazi divisions for so long that they delayed their deployment for months. Allowing the Russian winter to take its toll on the Nazi war machine. We need them, they need us. But right now we need them the most. Whenever it has counted, they have not let us down. 1999 they did not have the power to help us, today they do. Washington screwed them over in Afghanistan in the 80's leading to their downfall. Today the favor is being returned in Iraq, Afghanistan, Iran, N. Korea, and soon to follow a big slap on the face with Kosovo being denied independence. Russia is looking to demonstrate to the world that they are back. What better way than to screw up 17 years of Washington's little "project" in the Balkans. The best part is, all they have to do is sign a little piece of paper with the words V-E-T-O. I love it. Don't you?

After it gains its independence, Kosovo will protect the rights of its citizens regardless of their ethnicity and background. Kosova will also have a modern constitution. As for the symbols, I like to leave them to symbol-minded, for symbols can change anytime.

Serbian government has broken its contract with its largest minority group, Albanians, throughout 90s, and therefore, there is only one feasible solution to the problem of Kosova, and that is its independence, which is basically supported by majority of international community, if not all. Your first try to discredit the UN charter I by taking taking the term "self determination" out of context from the UN Charter and trying to make it fit into the Kosovo Albanians attempt to steal Kosovo-Metohija from Serbia. UN Charter I is firm in that the territorial integrity of all countries much not be compromised. The historical context for the creation of the document was to prevent another Nazi Germany from infringing and invading sovereign nations on the basis of false propoganda such as "protecting the German Minority" We all know about Krystalnekt where all Jewish shops were destroyed by the Nazi Germany. The UN charter built on the League of Nations document promoted by US President Woodrow Wilson after WWI.

Now whatever this ruling may bring, that does not take away from the fact that respect for the Albanian people and Albanian respect for the Serbian people simply has to move forward. For call me what you will. A pacifist, a pansy, whatever. Sometimes, my words for calm even to me legitimately come off as the hollow remarks of a wimp. Nonetheless, my view still stands that for the benefit of the Serbian people, in order for any type of progression to happen in Serbia (including the progression of the welfare of the people of Serbia), Serbia must accept whatever the UN brings forward and the nation also simply must eliminate any hint of war over Kosovo. And I do understand if that sounds utterly naïve.

For how much longer can these types of episodes occur without breaking the back of the Serbian nation, respective commentators? The latter sentence emanates from the view that Serbia as a nation has gone through more wars and violence that almost every other nation on this Earth would not live to see today had they witnessed what the Serbian people have witnessed. And, in addition, my view is that contemporary wars are won through 1. the power of the economy and money and 2. the types of bonds you create with influential nations, but not necessarily through threat of violence. So let us, more than anything else, focus on the economy to better the material lives of the Serbian citizen and to make Serbia an important economic hub of Europe. For if this occurs, then my contention is that Kosovo may then actually want to join Serbia and then the UN will finally argue future issues on the side of the economically powerful, and publicly known Western-leaning, Serbian nation.

To be sure, my view is that Albanians in Kosovo are winning this battle by portraying themselves as the victims and Serbians as oppressors. And so, Serbia must look at who ultimately decides the fate of Kosovo at the UN: The United States, Great Britain, Germany, and France, respectively. Thus, to win this battle, Serbia simply must become allied with the latter four nations in order to win this and future battles it may have. Yes, Russia is and has been on Serbia’s side seemingly forever. And all Serbian people should be grateful that their Slavic cousins are seemingly always on their side. But, unfortunately, Russia’s decision in this diplomatic game is not enough. In essence, then, I think that Serbia should not further antagonize the powers of the UN over Kosovo, as arrogant as that may sound. Because the game in today’s diplomatic environment is that nations that side with the powers of the UN, or appeal better to the powers of the UN, receive better outcomes in the long run. That’s the game, and my view is that Serbia must play it in order to achieve the goals that it wishes to achieve.

It is the twilight of the last of the Muslim Albanian idols: Richard Holbrooke, the perennial architect of the Western aggression against the Serbs, is appealing to the last of Washington’s animus, hatred of Russia, and trying to blight Moscow for the inability of his violent Muslim protégés in Pristina to acquire independence despite that Muslim Albanians of Kosovo have blindly believed in him and of his ilk who have been promising independence and now that it is stillborn, Holbrooke, a man of no decision power, is trying, for the last time, to earn the money that Muslim Albanian mafia has pumped into him to be the diplomatic warmonger for their case.

“If Russia blocks the Ahtisaari plan, the chaos that follows will be Moscow’s responsibility and will affect other aspects of Russia’s relationships with the West,” Holbrooke says then escalates the rhetoric.

“If Moscow vetoes or delays the Ahtisaari’s plan, the Kosovo Albanians will declare independence unilaterally. Some countries, including the United States and many Muslim states, would probably recognize them, but most of the European Union would not,” scares Holbrooke the daylights out of everybody who, once done reading his diatribe, would particularly be impressed with his probability keyword that actually means that Kosovo independence is doomed worldwide and within EU for sure.

So stupid, Holbrooke does not even know whether his own government, the US, will recognize Kosovo Albanians.

The Albanian mafia that runs Kosovo, flushed with money, has gotten Holbrooke recruited to issue one of the last few warnings before they attack NATO, Serbs, the Western world, anyone… and Holbrooke has decided to issue a cheap shot at Russia, country pivotal once a showdown with Iran actually starts.

Pumped with invincibility, Kosovo Albanians have hired Holbrooke to convey a message to the West that Muslim Albanian violence will be of a, supposedly, such a large proportion that the only way to avert it is by granting independence to the province.

“If this means a Russian veto in the Security Council, or an effort to water down or delay Ahtisaari’s plan, the fragile peace in Kosovo will evaporate within days, and a new wave of violence — possibly even another war — will erupt,” Holbrooke says.

We are yet to see anyone! anyone in Europe, shake themselves in fear that 1.5 million enraged Muslims can damage so much of European peace now that a reactionary Milosevic is no longer in Belgrade and ruling.

Holbrooke may have written this warning not just out of conviction nor out of duty to work off the pay Kosovo Albanian mafia has given him, but perhaps out of fear that they may turn on him because he has been promising them a tranquil road to independence yet every Western capital has rejected independence for the Pristina secessionists that, be one a rational Albanian Muslim nationalist, one would indeed reevaluate the investment made into folks like Holbrooke, Wesley Clark or the International Crisis Group… all of them have over promised, under delivered and some have, probably, ratted on the Kosovo Albanian cause under disguise of negotiating for them.

As Holbrooke’s last thoughts fade into the upcoming Kosovo turmoil, even a Muslim Indonesia has turned on their Islamic brothers in Kosovo deeming sovereignty of their disparate nation more precious then a stillborn secession meant to serve few al-Qaeda Islamic cells desiring to have a base in Europe in order to bomb it.

Kosovo Albanians have not capitulated yet, however.

The Agim Ceku and Hasim Taci faction has been promising the Kosovo Albanian mafia “crocodiles” to behold! for independence is nay. The West, for its part, will wash its hands of its clandestine support for these Muslim thugs once the mafia “crocodiles” call up their investment to evaluate the return on it… and it does not look good for those who have blindly set trust into Holbrooke’s of this world.

If i was Serbia i would allow the break away republic to breakaway they have guranteed protection of the enclaves and to be able to remain separate and in fact link to serbia. No more of the UNMIK interference no you cannot supply power to the enclaves because kosovo can't. I would let it go and gain from it. They will have there part and that is it. The EU will not sink billions of dollars into Kosovo like UNMIK did. There mission failed the albanians want them out because they believe that the EU will allow a flood of cheap labor to the EU and fix everything UNMIK could not. Serbia use this opportunity to gain not to continue to lose. Kosovo will still be a haven for drug flow and other illegal operations. Everyone knows the truth, they will blame Serbia for everything so let them be free and they can blame only themselves.

Before getting too carried away, please remember that this plan is just a proposal. It must still pass the UNSC which is not a sure thing. More likely, any plan that is eventually approved would probably be a very watered down version given the absence of unanimity in the UNSC.

By the time the negotiations within the UNSC are over, Ahtisaari would have long left the scene and couldn't care less anymore.

I predict there will be a unilateral declaration of independence by Pristina followed immediately by a declaration of secession by the K-Serbs in the north.

Do you see a pattern here folks? Yugoslavia left us! What should that tell us? We need to calmly wake up from this nightmare, and peacefully move on. Bringing up crimes from the past do not justify our crimes of the present. China? Russia? Do you think they really care about us? Dream on... only if they are looking to exploit their situations in Taiwan or the Cacauses. Let's face it. We have no friends. And posting these things, or drawing attention to how bad everyone else is, won't help. We need to stop voting for these "patriots", and see them as the principle reason why we are in the situation that we are in. If we vote in large numbers for the radicals, what do you think the international community is going to say about our "readiness" to play fair with the Albanians in Kosovo. We need to follow Montenegro's lead, and move on peacefully.

The whole of Kosovo is not worth the bones of one German.“Even though Martti Ahtisaari’s amended plan didn’t satisfy the needs of both sides, they ought to accept it as a result of a year long negotiations.” Ruecker maintained.
So by Ruecker's reasoning Kosovo should be stolen just becuase the "negotiations" (if you can falsely call them that) the have been going for a year give me a break that is ridiculous.You albanians when faced with the undeniabe fact that Kosovo is a haven for drugs,human traffic and terrorists have no defense so you try pointing out Serbias flaws.See we can admit them at least why can't you albanians at least try, but no you still tell the world YOU are the innocent victims and can do no wrong .That is typical of your way of thinking.With 8 years of UN/NATO rule albanians could not even show the world or at least pretend that you will tolerate Serbs living in Kosovo.What can we expect to happen once Kosovo is ripped away?Y ou will chase out every last Serb and this simply can not happen without a reaction.Remember our (Serbian albanian) history for that will be a good indication of what the future holds.It is just common sense.Know that if you do steal Kosovo Metohija

If Kosovo is granted independance, Serbia should immediately secure it's borders with Albania, Montenegro and Macedonia with its military. Kosovo is sovereign Serbian land. I cannot understand why autonomy is not enough for the albanians. Kosovo does not have the economic wherewithal to survive as an independant country. What a disaster in the making and a pipe dream for the albanians. Serbia should mobilize every able bodied male from the ages of 18-55 to prevent independace. I am confident that any proud country would do the same. Curious if the americans will grant california independence in the coming years as a hispanic majority is forecast and are increasingly seperatist. I don't think so. Shame on the USA. I will be ashamed if our British Government does not support its historical allies.

I dont understand this huge number of coments in this issue, Kosovo has been indip. since 1999, with Kumanova agreemant for pulling out ex Yug trups, There is Gov in place, ministri of inter. Soon flag, anthem, etc.
In this should not be suprize for any one, We have Sllovenia, Croatia, Montenegro, Macedonia, which are seprated even that they have manu things in common like religion, habits. And we are waitng Kosova to be part of Serbia, People wake up!!!!

If you are a lawyer, and I guess you are, please keep in mind that certain provisions of int’l treaties may be interpreted in either stringent or more flexible way. This is how the international law scholars earn their bread and butter :) As for the “UN Charter I”, your comment is in line with the interpretation of many scholars, however, on the other hand, it also served as the legal basis for the decolonization process in the 60s. And this is exactly the school of thought I belong to. None of the decolonized African countries has had an international subjectivity before they reached independence, but this did not prevent the international community to consider them as “peoples” in the sense of Article I of the UN Charter, and subsequently recognize their will for self-determination. The Kosovo case is a typical decolonization process and in this respect it perfectly matches the spirit of the UN Charter and in particular the intent of Article I.

Secondly, I would also like to reiterate something I have posted in this respected forum few weeks ago. The preamble of the UNSC Resolution 1244 cited the ritual affirmation of the commitment of all member states to the sovereignty and territorial integrity of the FRY and the other States of the region, as set out in the Helsinki Final Act and Annex 2 of the Resolution. Crucially, the sovereignty and territorial integrity of the FRY was conditioned by the Helsinki Final Act and Annex 2 of the Security Council Resolution. The Helsinki Final act provides for the equal recognition of a state’s right to sovereignty and territorial integrity, and of a minority peoples’ right to self-determination. Annex 2 expressly places the respect for the sovereignty and territorial integrity of the FRY within the context of the ‘interim political framework agreement providing for substantial self-government for Kosovo,’ and also noted the necessity of taking full account of the Rambouillet Accords. As you may recall, the Rambouillet Accords reads that an international meeting shall be convened to determine a mechanism for a final settlement for Kosovo, inter alia, on the basis of the will of the people.

If you have to rely on the Serbian province of Kosovo & Metohija being seen as a colony so as to construe a possibility of statehood it shows how unbased such aspirations really are.

Frankly there is no ethnic, historical or economic reality to a "Kosovar" state.

Say it like it really is and be specific - you want another Albanian state to be carved out of Internationally recognised Serbian territory.

I guess the reason you won't do that is because you blow any chance of continuing the deception to the UNSC!

Keep waiting but looks like the timeline has slipped again - I wonder why?

(1) Self determination from colonized Africa has nothing to do with tearing apart the first settelment of the Serb state in Kosovo. Kosovo was not "colonized"

(2) The Helsinki Annex you quote and the UNSC Resolution 1244 calls for substantinal autonomy not independance. That is why the clause for the sovereignty and territorial integrity was negotiated between Serbia and NATO.

Respect means not manipulating and changing the context of agreements for political gain.

I hope you are not hurting too badly. Everyone realizes what a humiliating defeat this must be for the serbs to "lose" Kosova. We Albanians want you to know that any serb from Kosova can come back and feel safe to live amongst us provided he does not have any blood on his hands. Otherwise, he will be subject to prosecution for war crimes against the Albanian people.

One of the problems the serbs have is that they are so brainwashed by propaganda spread by your "intellectuals", Gov't and Church. If serbs only would believe what repuatable Historians have to say about the history of Kosova , they would not have such a difficult time of dispelling themselves of the national myths they have been fed by their Academic leaders, Church and Gov't.

To give one such recent example of the ridiculous propaganda published by one of your leading "Academics, I wish you to see why repuatable international Historians laugh at your ideas:
