It is correct to say that Albania doesn't represent the Greeks in Northern Epirus, Macedonians in Mala Prespa, Serbs and Montenegrins in Vraka and the Roma, Gorani, Bulgarians and Aromanians throughout the remainder of Albania.

You missed some of the finer details of your argument. Serbia as a recognized state and republic does recognize and represent the interest of Albanians, Croats and Bosnians who continue to coexist peacefully with the Serbs. The same cannot be said for the minorities in Kosovo who have been ethnically cleansed. There used to be about 70,000 Croats in Kosovo, they either left or were ethnically cleansed by the KLA, that also includes Turkic, Gorani and other nationalities.
