ISW has it partially right . The military commanders got the approval from the defence ministry for a withdrawal from Kherson behind the Dnieper river to protect the Russian army and the Kherson citizens . The Russian army has completed its mobilisation of additional troops , the withdrawal of troops from Kherson is not about mobilising additional troops but saving army lives . Russia is preparing a massive counter offensive , remains to be seen what it will be .

Kherson is a massive loss publicly for Russia especially for Putin who is taking it on the chin for the sake of his military commanders .

The Institute for the Study of War is run by the Kagan brothers. Victoria Nuland is married to one of them. The Chair is Jack Keane and you have David Petraeus employed there.

""Putin is unlikely to be willing to seek a ceasefire, therefore, unless it is accompanied by tremendous Ukrainian or international concessions", ISW concluded."

That is unfortunately the crux of this whole war.

Ukraine will never give up on the five oblasts stolen by Russia, and why should they? It's their land, with Ukraine's territorial integrity guaranteed by international law, with the exception of Russia and a few shitholes that seem to agree with everything Putin does, just to try and stick it in the eye of the West. Unlike America and most Western countries with Kosovo or Russia with all the little territories they have stolen from Ukraine and Georgia, Ukraine actually respects the territorial integrity of other countries.

Putin will never agree to any ceasefire until his army achieves the goals they set out to achieve ie. the "denazification/desatanization" and demilitarization of Ukraine, which will not happen since the Russian army has no real experience in coordinating their ground forces, air force and naval power like NATO does, their air force is only being used as aerial artillery like Shturmoviks once were, their artillery is hopelessly outmatched by Western MRLS and howitzer systems being pumped into Ukraine by the West, their tanks are being obliterated and they are replinishing their losses with ancient tanks and other armored vehicles stored in warehouses and conscripts with little or no combat experience, training or equipment.

Very sad.
