Theo, this is complete misinformation and you really need to check your facts. Congress never voted to go to war with Yugoslavia - it was never brought up for a vote. Hill Billy Clinton decided to do this on his won - I'm sure the Oval Office cigar incident might have helped him with his decision. So, not only did we break our own laws (only Congress can declare war), but we broke International Laws by bombing a sovereign country with in its legal international borders. And, all of it was under the guise of humanitarian assistance - which we all know was Western propaganda, and mostly proven wrong by international independent agencies, to break up a sovereign country to establish a base in the Balkans.
