The world has changed and Eastern Europe in particular are looking more and more towards the new kids on the block while the old bullies are losing influence. That's why they are now trying to force allegiance instead of it being a natural outcome.

Serbia will not be joining the EU for a long long time and I doubt it ever will. That carrot and stick is a little rotten now.

I've said this before; Serbs think that joining EU is a piece of cake. They have to fulfill many requests from EU. Closer they come to joining EU harder questions will be raised.
