The Belgrade District Court has taken into custody and launched an investigation against former Belgrade Red Cross Secretary Miroslav Mihaljcic. Along with two others, Mihaljcic is suspected of abusing his position to acquire significant financial gain. Probe launched against former Red Cross boss The court stated that the investigative judge had questioned Mihaljcic, as well as one doctor from the Oncology and Radiology Institute, Milos Lukic, and the owner of the Novi Lik construction company, Milisav Mitrovic, from Belgrade. They have been placed in custody and an investigation has been launched. The police stated earlier that they were suspected of fraud to the tune of EUR 80,000. Mihaljcic, who was Belgrade Red Cross Secretary from February 2004 until March 2008, allegedly abused his position and overstepped his authorities with the intention of acquiring material gain for Lukic, the police stated. On the basis of a non-existent project, “Caring for Health in the Community”, without authorization from Red Cross HQ, he and the director of the Oncology and Radiology Institute allegedly enabled Doctor Lukic to “educate and carry out examinations on employees in educational and state institutions,” thus acquiring approximately EUR 80,000. It is suspected that after the lectures and examinations, Lukic informed Mihaljcic of the name of the institution, and the number and price of examinations per patient. Mihaljcic would then order the Red Cross financial department to issue an invoice to the institution, and after payment, Mihaljcic would pick the money up from the Red Cross cash office. The police states that Mitrovic, as founder and owner of the Novi Lik construction company, abused his position from February 2004 until March 2008, by collaborating with Mihaljcic to partially carry out construction works and then invoice the work as if complete. Mihaljcic then approved the invoices, while Mitrovic cashed them in, thus fraudulently acquiring approximately EUR 20,000.
